Taht would never get through Congress. And the President most certainly wouldn't sign it if it did. Can you imagine what his head tax liability would be? Would you measure it by the number of encounters or must the giver actually "complete" the job?

Very sticky administrative and Constitutional issues presented by a head tax. They could model it after the IRS and require quarterly withholding deposits at a sperm bank!!
