Paul, the plan comes at an unlikely time, however, virtually all of the plants being closed use older technology (above .25 micron). It is in these plants that there is tremendous excess capacity. Not true with DUV plants. Although most chip manufacturers will try to shrink die size as much as possible without new plants, investment in new plants to stay ahead of the competition is crucial.
