I understand what you mean with regard to Raymond, although it reminds me of the fact that people are always saying "I wouldn't want to live like that; I'd rather die" when they're healthy. Then when they get the disease, they fight to live like everybody else.
At any rate, that's why I try to remember to add "if it be Your will" or words to that effect, at the end of prayers for the sick, or for other mundane things. But I don't put that at the end of prayers for someone's salvation, because I remain firmly convinced God's will is that everyone be saved.
As to Bill C., I'll pray for his salvation, but that doesn't mean I pray he remains in office. Even if he claims to be saved, that doesn't necessarily mean earthly sanctions should be removed for his actions. Prisoners get saved every day; it doesn't mean they should get out early.
