Yousef, <I don't think that the consumer really cares about whose fault it is ...> You are right on! The mass consumer gets their systems from reputable and other PC vendors, who supposed to take care if there is a problem, and ship a well "bootable" product. This is how a business of scale works. In any way, if you are doing an upgrade, you always do it on your own risk of system/BIOS/OS incompatibility.
