Subject: Small Cap. Stocks

<<Chase Manhattan Bank, one of the nation's largest banks, today cut its prime rate to 8.25 percent from 8.5 percent. Norwest in Minneapolis had lowered its prime after the Fed's move.>>

As most of you know, Bob has stated that the outlook for small caps. has never looked so good. It is my feeling that the cut in the discount rate is a major positive for them. Am I off base or overly optimistic about this news and its impact on the 15% of my portfolio that is in small caps? Thanks, Jeff
