Richard,

This is much more than an administrative problem. The process has proven to be non-economical. The company is back to square one as far as a reliability is concerned, only now, Global has the added obstacle of complying with the permits. I doubt if McKay is the promised Messiah that Global very much needs. Better send in a consultant who is currently working in this field, not an insurance guy.
