As I remember it, the "28 IF" was part of the "Is Paul Dead?"
gag/publicity stunt that was in play at the time (he would
have been 28 if he had lived and so forth).

The person who started the gag is now one of the three
singers in "Riders in the Sky" (or something like that),
a goup that sings Western songs and appears on TNN
from time to time.
