Rubin briefing delayed until 1415 EDT/1815 GMT

WASHINGTON, Oct 2 (Reuters) - A news conference by Treasury Secretary Robert Rubin to discuss a proposal to provide new emergency funding for countries hit by financial woes will be held at 2:15 p.m. (1815 GMT) on Friday, 45 minutes later than previously scheduled, a Treasury official said. Rubin is expected to provide the first details of an initiative suggested by President Bill Clinton on Friday for a new mechanism, within the International Monetary Fund, to funnel money to countries suffering from the world financial crisis.
