During the Soviet incursion into Afghanistan, there was much talk about the effects of the terrain - air power wasn't much good in the mountains. I haven't looked at a map of the region yet so I'm putting the question out here - is the Kosovo region the type that lends itself to air combat? If not, it would be almost impossible to achieve anything without a ground assault, which would also likely fail.
