Not sure either. What I am sure of, though, is that the Bush tax increase on high earners (like me and probably you) and then Clinton's 93 tax increase, lead the way to a subsequent reduction in wastefull government spending. All of that, plus the economic prosperity that not coincidentally accompanied greatly reducing and then eliminating budget deficits, lead to the current surplus.
