I believe as you do that the company is doing a lot of the right things. Their tendency to have the gov't fund their research is certainly helping keep their search for new products from placing as much of a drain on $ as Co's who pay for research internally. Their methodical development of their markets thorugh pilot projects seems sound too. I've bought in as the price has dropped. Willing to wait.
