OS/2 BM can boot an OS on ANY HD in your system.

I don't know if it was Windows or the BIOS that changed the active status on my
primary partition on drive C and I am not going to worry about it any more.

To my knowledge the bios boot selection procedure is not a standard procedure.
There may be drawbacks...

I tried the disk 2 disk 1 boot up sequence two times.
