This is a worst for Clinton a borderline case, and I think far below that.

In such circumstances, I think Congress should be affected by a clear public message that this does not rise to an impeachable level.

The realpolitic situation of course is that Congress primarily only cares about polls to the extent they predict elections. Particularly when one is looming.

So turnout in this off year election becomes the key issue. Not generally thought to favor Democrats. I don't know. In reality it becomes a real race by race issue, since many Congressional seats are pretty safe. I think D'Amato really could be hurt by Republican zealousness on this issue, and his own zealousness on Whitewater before he started getting the message from polling back home.

In the end I think Clinton looses big in the House impeachment voting for a variety of reasons, and then sentiment changes a lot in the Senate. (For one thing, that's where it really HAS to get serious.) I think a deal gets done there, involving censure plus.
