BB, I am criticizing the writer - not you. He throws some numbers at us and says "be careful out there". I'll keep my eyes open for some
analysis of the data. Just because one county went bankrupt because
of poorly selected derivatives doesn't mean I panic every time I hear the word. What I specifically want to know is whether this kind of
exposure is normal for banks, what are the chances the derivatives
will go sour etc.

I cannot make conclusions from the data table in the article.
Maybe someone else here can?
