Not that I expect this post to clarify your thinking, Darlene, but here goes: The Bundesbank and the German Gov't HAVE TO appear at odds on financial matters! WHY? For the simple reason that the Deutschemark AND the EU have to both appear strong for at least 3 more years, when the DM ceases to exist and the EU is the only currency remaining standing. Same for all the other EU joiners. So the Deutsche Gov't sticks up for the EU and the DeutscheBANK sticks up for the DM Capice?
