Problem is Matsui drafted the "offending" bill. He is one of the good guys. A more realistic approach is to look at the PAC's that support your local entrenched, paid for, representative. Odds are that depending on the source of his "support" you can predict how he will vote on any proposed legislation. The auto and oil industries with support from construction have driven the political agenda for decades. These folks are alarmed that an "outside" political presence would dare to even suggest anything that would diminish their income stream. We now see a bloodless coup underway to return things to normal.

If you want to help drag the US into the year 2000, support term limits and remove the current majority. Otherwise the same structures will inhibit our development for the foreseeable future.
