Agreed, Barring nationalization, LUKOY is super undervalued. Gross sales are around $12 billion and market cap is $1.5 billion. Just in 1996, LUKOY earned $770 million. ROS (Rostelekom) is also very cheap considering it is the monopoly long distance provider.
