I don't know what the current configuration of their funding bills. It looks like the Republicans are placing tax breaks, etc. into the bills that Clinton wants to veto for a continuation of his "Wag the Dog" strategy. It's the contrary strategy of the Democrats' strategy of placing objectionable legislation into bills and forcing Republican presidents to veto and force a shutdown. Making sausage probably is prettier than politics.
