Darrin, Mike is "averaging down" because he has already bought some stock at a higher price. By buying it at this lower price he is hoping to lower his average price for all the stock he will now own. I'm sure he hopes the stock will rise - after he buys as much as he wants at this lower price.
Don't worry about asking silly questions, that's how you learn this game. And once in a blue moon, an innocent question like that will make more experienced investors suddenly notice something they had overlooked.
