The time equation implies movement. If all matter disperses however time will become faster and faster as gravity decreases since it gets slower and slower in an increasing gravitational field. Soon time will run out as there is only so much to go around. Since time is a one way vector it will have an end somewhere. So far no one has seen the rainbow.

Time began when the universe began to move. It's rate at the centre of mass before the universal expansion was very slow or stopped. We measure time by solar oscillations and compare that to atomic oscillations. In order to measure it we need some oscillation. Arguing we can survive the death of all other enrgy by some artificial means then time will be our oscillatory rate at heat X. With no oscillation or heat then all matter at absolute zero there can be no measurement of time. The rate of change of dispersement of matter however ie its velocity would be a measure of sorts. But at that point who cares?
