Yes, it is possible to design policy around a few. The problem is that then the majority end up with disastrous consequences and the few are worse off.

Your real estate pension manager is telling you about his performance. I'm sure there are big losses from greedy over-extension. If that person is telling you real estate across the country is on average falling in price, that is a view that is inconsistent with the reported statistics. Is that another of your hysterical conclusions gleaned from the media?
