And that is exactly what Alan Greenspan said in his testimony to Congress on the subject. Of course, I doubt if many of those august Members understood what he said. But never mind. They have more important pants to put their hands in.

Of course, then the problem can be that any determined fund might go to, e.g., Panama, the Bahamas, or some other unregulated off-shore financial institution to get their leverage. But in the ripeness of time, those financial institutions may well, if there is justice in the world, be wiped out.
