This gets to the heart of the issue, IMHO - the good of the country versus the good of the individual. The disruption that would be caused by impeachment would far exceed the disruption to a victim from a delay in justice. To put it another way, impeachment could harm hundreds of millions or even a few billion people. Delay of justice causes temporary harm to a few. As long as the infraction is minor enough to not warrant impeachment, that should be the case.
