Rick, as I've said many times before, the vast majority of Starr's convictions in "Whitewater" don't relate to Whitewater at all. The only ones who were convicted of activities allegedly connected to the Clintons were Jim McDougal, Susan McDougal and David Hale. And two of them are convicted liars. The rest of the sundry bank officials and scam artists rounded up by Starr had nothing to do with Clinton and could have been prosecuted by the US Attorney in Arkansas. Even Jim Guy Tucker was convicted of actions that took place while he was a private citizen, and he was not involved with any dealings with the Clintons. Starr is apparently of the belief that anyone who may have dirt on the Clintons should be prosecuted by the OIC because it may eventually lead to them ratting out the President. I don't think that's what the independent counsel act was intended for. I'll grant you that Starr was properly involved in convicting Hubbell, who was a government official and a friend of Clinton's even though his conviction was completely unrelated to Whitewater or to his relationship with the Clintons. I note that the other trial (of two) that at least tangentially involved the Clintons ended in acquittal. So Starr never got any farther than the McDougals and David Hale, whom he nailed oh about three years and 15 million dollars ago. His investigation was going down to an ignominious denouement before Linda Tripp changed his life.
