Such controls can't be differentiated from capital that shouldn't be included. You can't segregate the two because the information is internal to banks. If you had a police state, with reviews of all internal bank actions, you still couldn't adequately control actions. Any attempt to do so would increase the black market for money and the increase of offshore loan making. That isn't a desirable end for regulators and revenuers.
