Seems that Maxam knew they required permits after all the sensitivity training the counties provided. <VBG>

<<This company claimed that they could do any thing they wanted on five acres.>> I thought we went through this before. Maxam was operating on what they believe the laws at the time. The BLM changed their rules and the local BLM office misinterpreted the rules. Maxam is working closely with the BLM to avoid further misunderstandings.
