If one considers the statement that keeps bouncing off "the ITSPs stated from the FCC

"We will on a case by case basis, consider those who are acting like a Telco" taxing these ITSPs like LDs & BELLs are charged.

When that day arrives, how will companies like Deltathree react, and be charged if they are called upon to anny-up fees?

Well, Deltathree, in my opinion has spun a nice web into the thoughts of the not-yet-known "fcc friends or foe syndrome"

Deltathree has added PC-to-Phone lately, "in large amounts" when they signed on a deal with theglobe.com. This online service "community" provides chat, e-mail, and other services for 1.8 million customers. Deltathree will offer personal computer (PC)-to-phone accounts that could save customers 80% + on their international rates. Users sign on at the deltathree web site, download the software, and check their own detailed call-records at the interactive center.

I say not only does this provide the needed "other-IP" revenue-source beside Ph-to-Ph, but to also IMO, tells the FCC that they are not a "ITSP that will be judged on a case by case basis" because of acting
solely like a true Telco. They ARE as the old words have started in the past> "enhanced service providers"

As I said, the FCC "could as they have said" selectively choose ITSP's that don't have an intricate part of the
"enhanced service provider side-pocket-profile" namely........PC use, and tax as they see fit.

If your weighing out the pro's and con's on what exactly makes up a Telco, what the FCC is looking for in a similiar ITSP/, and then viewing the FCCs words as a possibility? Then wouldn't it seem reasonable to have a "heavy PC side to your companies IP portfolio"?

The FCC stated they don't expect to hit the pc-to-phone sector as it doesn't constitute a Telco. So what will the FCC consider doing when it comes time to seperate the "tax on a one-to-one companies" based on their thoughts of pc-to-ph, and ph-to-ph?

If I had an answer to this one, I would have the greatest marketing strategy going right now. ggg

Beside, I like the thoughts from Deltathree's Mr Kempel " We are taking steps to make the PC a telecommunications device" "To turn
on your PC's and ever switch to a phone again"

Makes sense, but like was said here earlier, the Teleco-Act doesn't!
