Please excuse my ignorance, but do PCs have to be designed to handle the Korean character sets as Japanese and Chinese PCs require for their respective languages? Or, do they "get along" with English-type PCs?

I don't know exactly what you mean. But I can tell you that Korean PC's don't require any changes in hardware. I can change my own PC into a Korean PC just by purchasing the right programs, and perhaps Korean Windows 98. As for typing, the Korean language has 24 letters, so all that's needed is some keyboard stickers telling me which keys correspond to which Korean letters.
