I agree. Weaker dollar is helpful, but won't change the basic picture. Capacity/demand considerations aside, most of the chip companies' earnings are in dollars, so the currency fluctuation doesn't have as much of an impact on equip sales as one might expect. At least not directly. Lowered interest rates do help though, as financing is IMO more important to this situation than strength of the dollar. But it still comes down to capacity vs demand, and that's what has to change for the sector to turn up. I am somewhat encouraged that people are starting to talk about capacity constraints that will be coming a couple of years from now.
