It's a big deal on the software side. Intel has a whole localization system in place so that, when software is first coded, the developer makes sure that two full bytes are available for every character, rather than one.

English and most european languages only need on byte, but asian languages usually need two (because they are pictograms, generally) and having that second byte available makes it relatively trivial to translate.

I don't think hardware has to be localised, though.
