Capital One Financial Corp. (NYSE:COF - news), a Falls Church, Va.-based company whose main business is issuing Visa and MasterCards,
saw its stock decline 18 to 67. The company issued a statement in which it reaffirmed a $3.90 per share diluted 1998 earnings forecast and said its business has been growing in the third quarter.
