Biodiesel Legislation Clears Congress; Congress Poised to Send Bill to White House
WASHINGTON, Oct. 7 /PRNewswire/ -- The National Biodiesel Board today welcomed Senate passage of the agriculture appropriations bill, noting that it will help boost farm income by making cleaner-burning biodiesel, a soybean-based fuel, readily available to the nation's truck and bus fleets. The legislation has already been approved by the House.

''This non-controversial legislation has received a full hearing in both the House and the Senate, and Congress has recognized it as a boon to American farmers,'' according to Jeffery Horvath, CEO of the National Biodiesel Board. ''We look forward to seeing President Clinton sign this bill into law.''

In addition to its benefits to farmers and the environment, the Congressional Budget Office estimates that the biodiesel legislation would save the federal government $40 million over the next five years by reducing expenditures on more costly alternative fuels and vehicles.

The bill allows federal and state fleet managers to meet the Energy Policy Act's alternative fuel vehicle (AFV) acquisition requirements through the purchase and use of biodiesel at blends of 20% and higher. The use of biodiesel would produce credits to offset up to 50% each year of vehicle acquisition requirements.

Biodiesel, which helps diesel engines burn significantly cleaner, is a non-toxic, biodegradable fuel made from renewable sources like soybean oil. 100% biodiesel already is designated as an alternative fuel, and tests show that biodiesel blends provide many of the same benefits.
