That is a good example of advocacy journalism. It is written specifically to imply that the freedom to chose is the issue - the issue in those cases is the use of taxpayer funds to promote and expand abortion as an alternative to birth control or, heaven forbid, the evil of abstinence.

Because the law allows abortions to be performed does not mean taxpayers should have to pay for it.
