Or, hope to benefit. It is like saying "for people to buy stocks, they have to benefit", but they buy because they hope, not because they will.

That might be a good argument if it were possible to ensure that costs and benefits accrue in the same hands. However, if one set of participants pays costs and another gets (or hope to get) benefits, then ... Again a stock analogy: population pays costs, Wall Streeters and insiders accure benefits.

Why do you use two different sets of words to describe the same thing? What is the difference?
