That's what is termed "tight hole" status I believe. Announcing "tight hole" status is like a signal it seems to me. By not invoking it they could very well fool the surrounding land holders into thinking that the well is just a mediocre well. Just a thought since there isn't much else to do with the couple of nickles I have remaining these days.
