that is correct. the Repubs during debate on the rules of the Nixon inquiry did indeed seek to place limits on both the subject matter and the time-frame of the inquiry. Those desires were summarily turned down by the Dems. The result was the Rodino committee rules, which had no time limit, and no limit to subject matter. This was the proper way for an Impeachement Inquiry to be conducted, according to Alexander Hamilton in Federalist No. 65.
