Well, they sort of are the same thing, internatioinal criminals and empire builders, but empire builders have a real prospect of creating empire, like the Romans, Japan, Germany, Britain, Russia, USA, whereas Libya, Iraq, Khmer Rouge, etc are really just bullying thugs rampaging mostly across their own countrymen. They don't get to create much empire these days. They try, but there aren't many successes.
Okay, thinking about it, there really isn't much difference at all and they could more accurately be called international criminals.
So what do we do about them??
