There are always changes to the budget later in the year after the president's submitted the budget as is the case this year. He, or a member of his party, will introduce proposals for programs. And is often the case, the different factions fight it out --- the President may demagogue and threaten to veto because of silly items he might want such as the phony classroom size bill, or opposition congressmen may stick anti-abortion or pro-abortion bills into an appropriation bill to try to force a veto. Tony Blair, Clinton's British protoge', is now proposing Britain reduce class sizes to 30. Meanwhile, in Japan, average class sizes are over 40. Clinton's idiotic proposal is for 18.
