This last sentence is what leads me to believe the thin coating could be the keepered layer, which would also act as protection to keep the recording head from contacting the film. The actual data is written on the film, the keepered layer concentrates the magnetic flux from the head. At this point, however, there is not enough information to draw any definitive conclusions. I'm just being optimistic, though, and long on Ampex, with or without keepered media.
