I would say any discussion of George Bush, Newt, or Ken Starr's motives should be OT subjects.

If so, I would say I disagree. I would argue that in any impeachment proceeding, the motives of all the actors involved are relevant, and directly ON topic. And comparisons with any preceding high-level investigation (including the one George Bush was involved in) are also relevant.

I guess that one man's OFF TOPIC is another's ON TOPIC -- and vice versa.

But I also assume we can all agree that fishing, for example, is definitely OFF TOPIC. (Unless you want to call Clinton a "poor fish," or cite the old Russian proverb that "the fish always begins rotting from the head.")
