Companies could list on the World Stock Exchange for fees ranging from $5,000 to $20,000 US, which counted as buying shares in the exchange, the commission alleges in a notice of hearing.

The commission also alleges the men ignored requests to take down the Web site and didn't apply to the stock exchange to be recognized as an exchange.
