Forrester has been singing this tune for a while but most evidence contradicts it. There are 2 forces in play which make a slowdown post-2000 unlikely. One is that release of funds which have been tied up in Y2K activities - the 'bubble' of general systems improvements which are being put on hold while IT departments work Y2K issues. The second is the trend, documented in several publications recently, which says that many companies are using the Y2K spending as a catalyst to make long-overdue changes to computer infrastructure, many moving away from mainframe technologies to Unix and NT based systems. These companies will do as much as it takes to get compliant in the next year but the more general shift will take several years.

I don't think Forrester has done much good research on this topic, and I have little respect for their conclusions.
