SUMMARY: (AS INTRODUCED) Workforce Improvement and Protection Act of 1998 - Amends the Immigration and Nationality Act to temporarily increase the annual number of skilled foreign worker H-1B visas. (Sec. 4) States that with regard to an "H-1B-dependent employer" (as defined by this Act) only the Secretary of Labor may file a complaint for application violations (no private right of action).
