Have you taken into account the Clinton factor? Nothing like a little shooting especially with someone that won't put up much of a fight to get rid of bad PR two weeks before an election. Especially with the democratic party risking allot of bad publicity. Now isn't this a convenient time for us to be worried about something that has been going on for years and finally deciding to do something major after Clinton said he would be pulling us out of that region in 1 year from when he first took office. Of course it depends on your definition of 1 year, and your definition of pulling out, and your definition of .....
