billy, I talked with one of the state Attorney's General on Sunday who is in the forefront of the tobacco litigation. I asked him about a settlement and he said all the states want to settle rather than take a chance on going to court, you will see more settlements as the court dates get closer. He said the best attorneys in the world work for the tobacco companies and they have greater resources then any of the states and they can also bring political pressure to the cases. I asked if a national settlement is possible and he said there is a group working on that but he wants more consessions than that group. Advertising restrictions to teenagers is a big thing with him. I discussed the Florida settlement with him where they used the settlement money to have a sales tax free weekend instead of using the money for health care and his position is to use the money for healthcare, that's what the suits were intended to provide. The Florida action weakens the other states settlements because tobacco can rightly claim that the money isn't being used as intended in the suits. Can tobacco ask for the money back? He also said something should be happening real soon. I got the feeling that if tobacco offered the right advertising consessions the suits would be over. I asked a lot of questions and he freely gave the answers which surprised me. Coz
