Obviously Dr J thinks he's got the goods or he wouldn't be taking such hard line. Maybe you should give a guy who's played a pivotal role in an important technology and subsequently built by what are most peoples standards a rather large company some benefit of the doubt.

I think the most salient thing Dr J said was that carriers would be unlikely to devote the kind of resources that are required to develop, test, and field systems that have serious overhanging uncertainties, ie whether or not certain core techniques will or will not actually end up in the system, until these issues are resolved.
By implication one can infer that if there is no convergence, WCDMA will never be able to keep to its timetable, unless of course they are able to choose alternative ways of doing things.
