The bill affects the supply of labor, not jobs. There is a huge demand for programmers and computer professionals. In California, local businesses find hard to find hourly-wage workers as they are leaving for better-paying computer jobs, after some training. Young professionals are quitting their current jobs for re-training in computers for better pay. Ram
