Thanks for your response to my comments. Practically speaking, I don't envision any form of condemnation action by the Federal govt, & it surely is not a concern of mine -- just an interesting thought.

However, not coming from "the industry," my perception as a local customer starving for high-speed access is that the LECs will not voluntarily open their COs to competitors. This is obviously a natural response to a capitalistic environment. It would truly be a better world (cyber, that is) if the local CO was truly in the public domain, available to all competitors on an equal basis. IMHO, then, & only then, will we see true competition over the "last mile" loop.

Can LECs compete in a true open environment? My hunch is no. What is the impetus necessary to open up the CO to competitors? My thought is that "just compensation" is a matter to consider & a matter to weigh against cont'd obstinance by the LECs. JMO.
