US Congressional negotiators back IMF reform plan

WASHINGTON, Oct 12 (Reuters) - U.S. lawmakers negotiating with the White House said on Monday they had worked out a tentative accord on lending reforms at the International Monetary Fund, clearing the way for Congress to hand over $18 billion to the cash-strapped agency.

The draft agreement, obtained by Reuters, would require the IMF to lend at above market rates to crisis-hit countries, and would call for those loans to be repaid within 1 to 2-1/2 years. The compromise would also require the U.S. Treasury Department to oppose future IMF loan payments to South Korea if Seoul uses the money to support its struggling industries.
