lml-2> "if the local CO was truly in the public domain, available to all competitors on an equal basis. IMHO, then, & only then, will we see true competition over the "last mile" loop"
I have a few comments n regards to your statment, but first I would like to address a few things in reference to different stock segments from my perspective on which to put your money.
The sad fact is, I don't.......... because as confusing as the daily-tick can be, more so in trying to figure out who's on third in the 11th inning.
I think as we head into the Y2K, the revenue growth is an important factor for the tele-sectors because of the local situation. Where would you start, if you were to figure out how the cable industry (with the likes of AT&T/TCI) with the upcoming star technology for ILECs namely ADSL, besides the usual phone charges, T1 linkage, who might project a better/brighter future according to what is in front of us? This is an open question to anyone! Give me reason to lean one way or the other with either BOCs or LDs?
Getting back to your statement, I think the ILECs are one more leg-up with the following tentative announcement by the FCC. I won't bother with allot of "legalities" but I wanted to point out that a tentative proposal from the FCC could allow the ILECs to provide advanced services through separate "affiliates".
A proposal by the FCC in its "advanced services" proceedings will permit ILECs to offer xDSL and other advanced services through a separate affiliate, subject to ILEC interconnection requirements.
If this statement is taken at face value, then how will the ISPs survive within the overall regulatory and competitive context which must be addressed?
We know the position ruling provided to the ISPs, so to me its like saying
"Go ahead there ILECs make your "affiliates" / advance your services, gain a competitive advantage with respect to the provisions of xDSL services and other emerging advanced services that are dependent on access through ILEC facilities"?
If the FCC intends to require structural separation between ILECs, then they had better as you said" open the markets totally and make them available on an equal basis".
Fortunately, for some (must of been an act from above <g>) they, ISPs have already envisioned this possible crisis, and have interconnected a Class 5 Switch to the ILEC Network. Those too might possibly seek to collocate equipment in the ILEC central office. The "virtual brown-nosers" <g> mentioned here, will likey file more extensive tariffs and be involved in more complex interconnection negatiations than a CLEC who simply desires to obtain access through resale.
The smart one's are already in place, but who are they?
